The first factor, and probably most important is whether the surface material safely and appropriately. A highly recommended material is rubber mulch. Wood chips, sand and fine gravel are also very popular, but the rubber is very vague and out of a fall. Concrete and asphalt are not safe because they are not flexible materials.
